On September 22, marking the fourth anniversary of China's announcement of its carbon peak and carbon neutrality targets, the "Carbon Neutral Development Power" research team at Xiamen University, in collaboration with the National Security and Green Development Institute of Jiangnan University, updated and published the 2024 China Carbon Neutral Development Power Index. This index continuously tracks the latest progress and achievements in policy implementation related to carbon peaking, carbon neutrality, and low-carbon transformation practices across the nation.
Overall, there has been steady advancement in carbon neutral development power, with key regions demonstrating increasingly prominent leadership. In 2024, the carbon neutral development power index for the 31 provinces, autonomous regions, and municipalities (hereinafter referred to as "provinces") ranged from 43 to 76 points. More than 70% of these provinces experienced consistent growth, with an average increase of 1.47 points; meanwhile, cities recorded a carbon neutral development power index ranging from 28 to 79 points—an average score of 52.51 points—reflecting an increase of 3.43 points compared to 2023. This indicates a significant overall enhancement in carbon neutral development power.
Furthermore, for four consecutive years now, East China, South China, and Central China have consistently ranked among the top three regions nationwide regarding their indices: reaching scores of 65.32 for East China; 60.16 for South China; and 58.37 for Central China—clearly outpacing other areas. These results underscore that China's efforts toward achieving carbon neutrality are making substantial strides under a strategy focused on steady progress.
