Yes, the main problem with a drill is that it will probably be a bit slow. You're probably only going to get rpm out of a drill at best.
If you have an angle grinder, then that's probably the tool. A 4 1/2' grinder will probably run at 11,000 rpm so if you add a wire brush it will tear through rust.
Worth getting a decent brush though (the cheap ones can chuck wire everywhere - I use Osborn or Norton), check it's rated for the speed of the grinder, and be a bit careful till you get used to the combo.
You really need a die grinder to get the best out of the roloc brushes, as that's what the system was designed for, but it's a great system if you are doing a lot of finishing. The brushes are very forgiving to use, they work very quickly, and they don't score the metal if you're a bit heavy handed. As rlitman pointed out though, they're best on flatish surfaces
